Why God Heard Ishmael Where He Was Despite the Angels

Midrash Aggadah, Genesis 21:17

"Where he is" (Genesis 21:17). Because the ministering angels said before the Holy One, blessed be He: "Master of the universe, the descendants of this one are destined to kill Your children with thirst, and yet You perform a miracle for him, bringing him a well of water!" And from where do we know that the descendants of Ishmael killed Israel with thirst? As it is said, "To meet the thirsty bring water" (Isaiah 21:14). For when Israel went into exile, they went from them to Ishmael. They said to them: "Give us water and bread to eat and to drink, for you are our brethren." They said to them: "Eat first, and afterward you shall drink water." They brought them kinds of salty foods, and empty waterskins, inflated and dipped in water, and they would bring the waterskins near their mouths so that they would drink, but the air would enter their mouths, and they would die. The Holy One, blessed be He, said to the angels: "Now, what is he — righteous or wicked?" Therefore it is said, "for God has heard the voice of the lad where he is" (Genesis 21:17).
