Why Moab Dreaded Israel and Ammon Did Not

Midrash Aggadah, Numbers 22:3

"For they were many" (Numbers 22:3) — that the Holy One, blessed be He, multiplied them beyond the mighty ones. "And Moab loathed" — that they were in their eyes like thorns. And why did the Moabites fear what the Ammonites did not fear? Because concerning the Ammonites the Holy One, blessed be He, commanded Israel, "Do not harass them and do not provoke them to war." That is to say, war is what shall not be made against them, but corvée labor they may impose upon them. And what would Israel do? They would arm — meaning, they would arm themselves, and come upon them and appear to them as though they were coming to make war with them; and they would flee. Immediately Israel would enter and plunder them.
