Why Jacob Summoned Joseph and Not Reuben or Judah

Midrash Tanchuma Buber, Vayechi 5:1

(Genesis 47:29:) "AND HE CALLED FOR HIS SON, FOR JOSEPH." Why did he not call for Reuben, nor for Judah? Reuben was the firstborn, and Judah was a king; yet he left them aside and called for Joseph. Rather, it was because the capability to act was in his hand. Therefore: "AND HE CALLED FOR HIS SON, FOR JOSEPH."
