Why God Called Only Moses From Among All the Righteous

Midrash Tanchuma Buber, Vayikra 5:1

"And He called unto Moses" (Lev. 1:1). This is what Scripture says: "Then You spoke in a vision to Your pious ones, and said: I have set help upon a mighty one; I have exalted one chosen from the people" (Ps. 89:20). Although the Holy One spoke with the first Adam and commanded him concerning the Tree of Knowledge, he was by himself in the world. And so too Noah—although He spoke with him, he was blameless in his generations. And so too Abraham, and so too Isaac, and so too Jacob: they were solitary ones in the world. But Moses—how many righteous ones were in the world! Seventy elders, Bezalel and Uri and Aaron and his sons and the princes; yet of all of them He called none but Moses. Thus it says: "I have exalted one chosen from the people"—this is Moses, [as it is written]: "Had not Moses His chosen one" (Ps. 106:23).
