Choosing Able Men and the Full Count of Israel's Judges

Mekhilta DeRabbi Shimon Ben Yochai 18:21

"And you shall discern from all the people" (Exodus 18:21): you shall discern them through prophecy. "Men of valor": these are the wealthy, possessors of means. "God-fearing": these are those who fear the Omnipresent in judgment. "Men of truth": these are men of reliable promise. "Haters of unjust gain": these are those who hate to take money. So are the words of Rabbi Yehoshua. Rabbi Elazar of Modi'in says: "and you shall discern from all the people" you shall discern them through a clear lens, like this glass through which kings look. "Men of valor" these are men of reliable promise. "God-fearing" these are those who make compromise in judgment. "Men of truth" such as Rabbi Hanina ben Dosa and his fellows. "Haters of unjust gain" these are those who hate even their own money; and are these matters not an inference from minor to major? For if they hated their own money, how much more the money of others. "And you shall place over them chiefs of thousands, chiefs of hundreds, chiefs of fifties, and chiefs of tens": chiefs of thousands, six hundred; chiefs of hundreds, six thousand; chiefs of fifties, twelve thousand; chiefs of tens, sixty thousand. The judges of Israel are thus found to be seventy-eight thousand six hundred.
