Was Shmuel a Nazirite - The Sages Debate the Razor Vow

Midrash Shmuel 2:8

"And I will give him to the LORD all the days of his life, and no razor (mora) shall come upon his head" (1 Samuel 1:11). There we learned: Shmuel was a Nazirite, according to the words of Rabbi Nehorai, as it is said, "and no razor (mora) shall come upon his head." It is said concerning Shimshon "razor" (mora) (Judges 13:5), and it is said concerning Shmuel "razor" (mora): just as the "razor" stated concerning Shimshon means a Nazirite, so too the "razor" stated concerning Shmuel means a Nazirite. Rabbi Yose said: But is not mora nothing other than the fear (mora) of flesh and blood? Rabbi Nehorai said to him: But has it not already been said, "And Shmuel said, How shall I go? If Shaul hear it, he will kill me" (1 Samuel 16:2)—he already had upon him the fear of flesh and blood. Rabbi Ami said: It is written, "There shall not come there the fear of briers and thorns" (Isaiah 7:25). Just as this thorn (sira) fears nothing but iron, so too this hair (sa'ara) fears nothing but iron.
