The Well as Zion and the Three Courts of Law

Yalkut Shimoni on Torah 123:4

Another interpretation: "And he looked, and behold a well in the field" this is Zion. "And behold, three flocks of sheep" these are the three courts of law. As we have learned, there were three courts there: one at the entrance of the Temple Mount, one at the entrance of the [Temple] court, and one in the Chamber of Hewn Stone. "For out of that well they watered the flocks" for from there they would hear the law. "And the stone on the mouth of the well was great" this is the court in the Chamber of Hewn Stone. "And all the flocks were gathered there" these are the courts outside the Land. "And they put the stone back on the mouth of the well in its place" for they would deliberate in the law back and forth until they established it on its true footing.
