Burning the Bull Beyond the Three Camps

Yalkut Shimoni on Torah 469:13

"And he shall carry forth the whole bull to outside the camp" -- outside three camps. Or perhaps outside one camp? When it says regarding the bull of the congregation (Leviticus 4:21) "to outside the camp," which need not have been stated -- for it has already been said (there) "and he shall burn it as he burned the first bull" -- if so, why is "outside the camp" stated? To give it a second camp. When it says regarding the ashes "to outside the camp," which need not have been stated -- for it has already been said "to a pure place, to where the ashes are poured out" -- if so, why is "to outside the camp" stated? To give it a third camp.
