"And Moses said to the LORD, 'The people cannot come up to Mount Sinai'" (Exodus 19:23). This is what Rabbi Yehudah means when he says: the Holy One, blessed be He, said to Moses, "Behold, I tell you a thing, and you answer Me, and behold I in turn concede to your words." "For You warned us, saying, 'Set bounds about the mountain and sanctify it'" (Exodus 19:23). He said to Him: they have already made boundaries for themselves and have prepared themselves.
