Rabbi Banna'ah on Fraudulent Scales and a Generation's Downfall

Midrash Tanchuma Buber, Ki Teitzei 7:1

Rabbi Banna'ah opened <his discourse> (with Prov. 11:1): "Fraudulent scales are an abomination to the LORD..." If you see a generation whose measures are false, know that the empire is provoking that generation. What is the reason it is written, "Fraudulent scales are an abomination to the LORD..."? What is written after it (ibid. v. 2)? "When insolence comes, then comes disgrace."
