Shemini Atzeret as a Festival Standing on Its Own

Pesikta DeRav Kahana 28:6

Rabbi Yochanan said: The eighth [day] is a festival in its own right - it has its own lot [for the priestly courses], its own offering, and its own blessing. A festival in its own right: Rabbi Bun said, regarding all of them [the festival days] it is written "and on the day," but here it is written "on the day" - from this we learn that it is a festival in its own right. Its own lot: as we have learned, on the eighth they returned to casting lots as on the [other] festivals. Its own offering: one bull, one ram. Its own blessing: Rabbi Ila said, from this we learn that it requires its own [recitation of] the "Shehecheyanu" blessing for the season.
