The divine voice, in Jewish tradition, does not announce itself. It sounds, at first encounter, like a human voice — specifically, in the context of a sanctuary where one lived with an elder priest, like that priest's voice. Samuel was not being obtuse. He was responding appropriately to every sensory cue available to him. Three times he ran to Eli. Three times he was sent back. What Does Eli's Response Reveal?

Eli was not stupid or spiritually insensitive — he was the high priest of Israel. What Was the Content of Samuel's First Prophecy?
God's first message to Samuel was devastating: the house of Eli would be punished for the sins of his sons, and no sacrifice or offering would ever atone for it. Samuel lay awake until morning, afraid to tell Eli what he had heard. Eli called him and demanded the full message. Samuel told him everything.
