Humans get fruit and vegetables. Animals get green leaves. Targum Pseudo-Jonathan on (Genesis 1:30) preserves the original vegetarian economy of Eden — "to every beast of the earth, and to every fowl of the heavens, and to every reptile upon the earth in which is the living soul, all green herbs" were given.
No creature was created to eat another creature. Lions and lambs browsed the same fields. Only later, after the Flood, will God permit Noah and his descendants to eat meat. The Targumist is showing us the original plan: a world where no death was required to sustain life. Even the predators the Torah will later describe as fierce began as grass-eaters. Violence is a later accommodation, not the design.
