Why the Holy One Measured the Earth Before Giving the Torah

"And the LORD spoke to Moses and to Aaron, saying: Speak to the children of Israel, saying: These are the living creatures that you may eat" and so forth (Leviticus 11:1-2). This is what Scripture says: "He stood and measured the earth" and so forth (Habakkuk 3:6). What is the meaning of "He stood and measured the earth"? Rather, at the time when the Holy One, blessed be He, sought to give the Torah, He stood and measured the earth, and He gave the Torah publicly, in the wilderness. Therefore, "He stood and measured the earth."
