Why Moses Said This Day of the Torah at Mount Sinai

Midrash Tanchuma Buber, Ki Tavo 3:1

"This day" (Deuteronomy 26:16). What is the meaning of "this day"? Now had the Holy One, blessed be He, not commanded Israel until now? Behold, that year was the fortieth year, as it is said, "And it came to pass in the fortieth year" and so forth (Deuteronomy 1:3). Then what does Scripture teach by saying "this day"? Rather, thus said Moses to Israel: On each and every day let the Torah be beloved to you, as if you had received it this day from Mount Sinai. And it is written in another place, "And you shall make them known to your children" and so forth (Deuteronomy 4:9), and it is written, "the day that you stood before the Lord your God" and so forth (Deuteronomy 4:10). "The statutes" (Deuteronomy 26:16) — these are the midrashic expositions; "and the ordinances" (ibid.) — these are the legal rulings.
