"Indeed, He loves the peoples" (Deuteronomy 33:3). Moses said before the Holy One, blessed be He: Master of the Universe, two yokes do You place upon Your children — the yoke of Torah, and the yoke of subjugation to the kingdoms. The Holy One, blessed be He, said to him: Whoever engages in Torah [is delivered from subjugation to the kingdoms]. "All His holy ones are in Your hand" (ibid.).
