Why Both Dipping and In the Blood Had to Be Written

Yalkut Shimoni on Torah 469:7

"And he shall dip": and not one who blots. "In the blood": until there be in the blood, and so on. And it was necessary to write "and he shall dip," and it was necessary to write "in the blood." For if the Merciful One had written only "and he shall dip," I would have said even though there is not the measure for dipping; therefore the Merciful One wrote "in the blood." And if the Merciful One had written only "in the blood," I would have said even by blotting; therefore the Merciful One wrote "and he shall dip." "Of the blood that is in question": to exclude the remainders on the finger, which are invalid.
