Why God Could Not Annul His Own Vow Against Moses

Midrash Aggadah, Deuteronomy 3:26

"Enough for you" (rav lakh). As for what you say to Me there, that you annulled your vow—so too ask concerning My vow [that I annul it]: My vow is not like your vow, for your vow could be annulled by a master, [but] I have no master; I am unique in My world, and there is no second to Me. Another interpretation: "Enough for you, speak no more [to Me of this matter]." Because he [Moses] had said, "Enough for you (rav lakhem), sons of Levi" (Numbers 16:7), it was said to him, "Enough for you (rav lakh)," etc.
