Why Moses Faulted Israel for Demanding Twelve Spies

Midrash Aggadah, Deuteronomy 1:23

"And the thing pleased me well." It is the way of the world: when one sells an animal to his fellow and says to him, "[Take it] on condition that you may inspect it," and he says to him, "Go out and inspect it, whether on the mountain or on the hill" — when the buyer hears that he speaks thus, he trusts in his words and does not test it. But you — even though I said to you that it [the land] is good in my eyes, you ought not to have sent [spies], for you should have relied upon my word. Yet you did not consent, and you wanted me to send men; and so I did, and I took from you twelve men.
